On 22 October 2025 the European Commission adopted the delegated regulations setting the EU procurement thresholds for 2026–2027. They apply from 1 January 2026 — and, unusually, most of them moved downwards. More contracts now fall within the full EU regime, which means more procedures with EU-level publication, standstill periods and remedies.
The 2026–2027 Thresholds (net of VAT) — Verified
- Works contracts (all directives): €5,404,000 (down from €5,538,000).
- Supplies & services — central government (Directive 2014/24/EU): €140,000.
- Supplies & services — sub-central authorities: €216,000.
- Utilities (Directive 2014/25/EU) supplies & services: €432,000; works €5,404,000.
- Concessions (Directive 2014/23/EU): €5,404,000.
- Social and other specific services: €750,000 (2014/24) / €1,000,000 (utilities) — unchanged.
- Set by Commission Delegated Regulations (EU) 2025/2152 (classic), 2025/2150 (utilities) and 2025/2151 (concessions), all of 22 October 2025.
Why the Thresholds Fell
The EU thresholds are recalculated every two years to keep them aligned with the values set in the WTO Agreement on Government Procurement (GPA), which are expressed in Special Drawing Rights (SDR). Currency movements between the euro and the SDR drove this cycle's downward revision. It is arithmetic, not policy — but its effects on bidders are real.
What Changes in Practice for Bidders in Greece
Greek contracting authorities apply these thresholds through Law 4412/2016, which transposes the EU directives and updates automatically by reference to the Commission regulations. Three practical consequences follow:
- More procedures above the line. Contracts that would previously have sat just below the EU threshold — particularly supplies and services near the old limits — now trigger EU-wide publication in TED, longer minimum time limits and the full ESPD regime. For bidders, that means more procedures visible internationally, and more competition from cross-border participants.
- Estimated-value discipline matters more. The rules against artificially splitting contracts to stay below thresholds apply with sharper effect when thresholds drop. Bidders assessing an opportunity should always check whether the procedure's estimated value has been computed on the correct aggregate basis.
- Remedies follow the thresholds. Above-threshold procedures carry the EU remedies framework — in Greece, the pre-judicial recourse before the Single Authority for Public Procurement (EADISY) is a critical protection for aggrieved bidders, with strict deadlines measured in days.
A Note on Timing
The applicable threshold is the one in force when the procedure is launched. Procedures initiated in late 2025 remain under the 2024–2025 thresholds; anything launched from 1 January 2026 follows the new figures. Bidders working on multi-year framework strategies should model both the current thresholds and the likelihood of further adjustment for 2028–2029.
Frequently Asked Questions
What are the EU public procurement thresholds for 2026–2027?
From 1 January 2026: works €5,404,000 (all directives); supplies/services €140,000 for central government and €216,000 for sub-central authorities; utilities supplies/services €432,000; concessions €5,404,000. Social and specific services remain at €750,000 (classic) and €1,000,000 (utilities).
Why did the thresholds decrease?
The thresholds are realigned every two years with the WTO Government Procurement Agreement values, which are denominated in Special Drawing Rights. Euro/SDR currency movements produced a downward revision for 2026–2027.
Do the new thresholds apply automatically in Greece?
Yes. Law 4412/2016 applies the thresholds by reference to the EU regulations, so the 2026–2027 figures apply to Greek procedures launched from 1 January 2026 without the need for national implementing measures.
